Total Consumption StepDescription

The EPM consumption module is based on the Emissions Production Model (EPM).  The consumption and emission calculations from the original EPM model have been split into separate programs to conform to BlueSky Framework best practices.  The EPM consumption module invokes only the consumption calculations from EPM.
